Under the background of globalization, countries or regions have their own competition policies. Because of their differences, it is unavoidable to conflict with each other in implementation. Competition policy conflicting is contradiction to the free and fair international trade order, and even damage interest of countries and regions. In order to avoid conflict, it is necessary to coordinate in international field.The existing bilateral coordination mechanism, regional coordination mechanism, and the discussing multilateral coordination mechanism are investigated by comparative analysis, historical analysis, positive analysis in this research, which prove that WTO is the due system to coordinate the competition policy, and it is feasible to enact a partial restrictive multilateral agreement to coordinate the competition policy in WTO system.This research is divided into four chapters, beside foreword and epilogue.Chapter I presents the cause and the important content of international coordination on competition policy, then analyzes, to resolve conflict of competition policy, that constitute the international coordination mechanism of competition policy, moreover, expound its origin, development and function.Chapter II analyzes the existing bilateral coordination mechanism, regional coordination mechanism and the mechanism of OECD and UNCTAD, and illuminates that each has both advantages and obvious deficiencies for their members and nature, so they are non- ideal mode.Chapter III is the emphasis in this research. WTO is proved to be a due system for coordinating competition policy by expounding the objective, nature, merit, content. In this premise, the factual obstacles in which competition policies are coordinated in WTO , such as problems in sovereignty and state competition policies, are analyzed to illuminate that it is possible to hurdle these problems. On the basis of this, author consider it suitable to enact a partial restrictive multilateral agreement in WTO framework.Chapter IV construes that China, as a WTO members, agrees to coordinate the competition policy in WTO system, and can accept a partial restrictive multilateral agreements. In this context, to constitute a sort of international coordination mechanism of competition policy which is beneficial to China, so when China participates in constitute the international coordination mechanism of competition policy, its social, economic and legal environment should be considered. At last, author gives some suggestions for China.
