The cooperative finance organization —rural credit cooperation (RCCs) has a long history in our country. But in fact, the RCCs warped the principle of cooperative finance. We have reformed the RCCs for several times, but the measures did not bring the desired results. Meanwhile, in order to make finance stable, our country stopped another style——rural cooperative fund. So now the problems our country faces is that the four national commercial banks reduce their operations in village, cooperative finance is absent, the RCCs is inefficient and monopolizes our rural market. In this article, we try to definitude the meaning of cooperative finance, look back its history in village, and analysis the situations, then we discuss that why the cooperative finance dose not survive in the country and why our reform result is not satisfactory. At last, we try to give some suggestions to improve the current situation. Its content is as follows: The first chapter is the introduction of the history and current situations of cooperative finance. The second chapter is to tell the difference between of the international and Chinese concept of cooperative finance. The third chapter is to discuss our country should develop the real cooperative finance. The fourth chapter is to discuss the puzzle that several reforms to RCCs. The fifth chapter puts forward the ways to deal with these problems. The sixth chapter is to comment the reform measures which are applied now, and to give some suggestions. There are two creative views as followings: 1. Using the idea in the new systematic economics to discuss why the reforms did not help the RCCs to be the real cooperative finance organizations. 2. Put forward the new idea that the cooperative finance should be developed from nongovernmental finance.
