Rural Credit Cooperative is the important component of the financial system of our country. It is the only cooperative finance organizational form at present in our country too. For a long time, because of no clear localization in the theory and practice for it, the evolution made no big progresses.After joining WTO, the entry of foreign banks will lead to the assault to China financial circles. Though we have already begun to propagate and set about preparing, carry on commercialization to the most banks, the medium and small shareholding system banks appear in a large amount even more, the state-run four major banks of old brand put out the reform scheme in succession. But Rural Credit Cooperative is obvious weak .So it needs urgent reform in the face of impact of foreign capitals.This text reviewed the historical process of development of Rural Credit Cooperative in China, compared the differences between relatively domestic and international banking development, drew lessons of organization system from the successful Credit Cooperatives of U.S.A., Germany, Japan, analyzed a great deal of questions of the management inside the Rural Credit Cooperatives of our country, combined author's bank working experience for many years, and proposed Rural Credit Cooperative reply of development after entering the WTO. This text thinks the development of Rural Credit Cooperative should first reform system, improve inside manage secondly, and create the good external environment condition at the same time, We can make Rural Credit Cooperatives develop better if we reform from these three aspects.
