Objectives: To study the status quo of forensic psychiatry expertiseand the quality of the files of the cases in Chongqing;To study acceptanceof the expertise by the judicial departments, the both parties of a case andthe masses and their sense of satisfaction. Methods: By using the self-made questionnaire, we will valuate andanalyze the quality of 108 files by random draw, access the expertiseknowledge of the persons who handle the cases, collect the demographicdata and criminological characteristic of 234 cases, follow up (bothinterview by face to face and letter) the judicial departments, theboth-parties of a case and the masses by following-up questionnaires offorensic psychiatry expertise. Results: Only 46.30% of the persons who handle the cases haveperfect knowledge of forensic psychiatry. 64.81% of their knowledge isgained from studying relevant laws and regulations. 90.74% of theexpertise data is from the past history of the assessed. 90.74% is from thecondition of interpersonal communication, followed by familial traits,psycho-activity. The persons who handle the cases and the experts assessthe quality of the files in significantly different way. In the 324 cases, thereare 222 males and 102 females. 145 of them are schizophrenias(45.03%),51 mental retardations(15.84%), 48 no psychosis(14.91%) in medicalconclusion. 65.53% (211) of them receive criminal responsibilityevaluation, 12.73% (41) receive competence of sex defense evaluation,followed by evaluation civil capability, competence to serve a sentence,civil dispute, causality, and testify capability in jurisprudence conclusion.The judicial departments wholly adopt the expertise. 83.33% of theconclusion is totally in accordance with the final judicial verdict. 16.67% isbasically in accordance. Towards the expertise, the judicial departmentshave a high rate of satisfaction (100%), but the both parties of a case andthe victims have relatively low rate of satisfaction (70%). Following-up'sfinding: The rate of untreated NGRI is high (52.17%). The rate of newcrimes and rearrested is high (17.39%). Conclusions: The files of expertise are of high quality. The personswho handle the cases have a good command of forensic psychiatryexpertise, but still have a lot of room for improvement. The no psychosiscases in medical conclusion are increasing to such a high point. Although itadds up the burden of expertise in amount,it reflects better socialcivilization state. The categories of expertise required by the judicialdepartment become more and more to make the expertise complicated. Theacceptance and satisfaction of judicial department are higher than that ofthe both parties of the case. The rate of treated NGRI is low and has a highrecommitment rate.
