Studies Of The Effective Ways Of Promoting The Democracy Within The Communist Party Of China

"Inner-party democracy is the life of the party".It is critical for party-building to promote democracy within the party. During the new century and new stage, changes in domestic and international situation have raised new challenges to our developing country with more than one billion people. To adapt to this new situation and better lead the Chinese people to win the victory of socialism with Chinese characteristics, our party must continue to develop inner-party democracy and strengthen party-building. In order to better develop inner-party democracy, it is necessary to study the effective ways of promoting democracy within the party. It is on this, this paper is to conduct exploratory research in the effective ways of advancing the democratic construction. Full-text is divided into four parts:The first part. This part is elaborated that promoting the building of democracy within the party needs to protect the party members'dominant position. Party members are the subject of democracy within the party. Marxist classical writers and the Chinese Communists have attached great importance to the dominant position of members in the process of building democracy within the party. We need to strengthen the party's own consciousness and quality education, to create a good atmosphere of inner-party democracy, to establish the care-helping mechanism within the party, to improve the basic constitution and the party system, to learn the useful experience from foreign political parties and to improve the inner-party democracy theory so that we can protect and strengthen the dominant position of party members.The second part. This part is described to promote inner-party democracy by improving the electoral system. Marx, Engels and Lenin always attached importance to the party elections. The perfection degree of the party electoral system is an important symbol to measure the level of democracy within the party. Tt is necessary to perfect the system by improving the sound system of nominating candidates, establishing the sound system of candidates introduced, expanding the scope and proportion of competitive elections, expanding the scope of direct elections, introducing healthy and effective competition elections into the party, improving elections procedures and methods and establishing and improving the supporting system associated with the electoral system etc. The third part. This part explains the ways of improving the party's congress system. Party congress is an important carrier to achieve inner-party democracy. Tt has a decisive significance to improve the party's congress system in promoting democracy within the party. This part probes into the effective countermeasures of the sound system of Party congresses from both aspects of giving full play to the role and further expanding the party's National Party Congress.The fourth part. This part raises that we need to play attention to democratic oversight and public opinion functions. Supervision is the guarantee of democracy. Tt is ineffective democracy without supervision of democracy. Democratic oversight and public opinion are two effective forms of outside supervision. From the settlement of the difficulties encountered during the democratic oversight and supervision by public opinion, this part probes into the effective way of giving full play to the important role of democratic oversight and public opinion.
