The author services as Chinatrust Commercial Bank, Corporate Finance Credit Risk Management Business Unit, functions the Bank credit policy planning and writing. Anti-money laundering control is the most important work, in addition to domestic anti-money laundering control policies, guidelines, staff changes and training anti-money laundering, the regulatory authorities from time to time to demand a financial check, and focus more concentrated in the anti-money laundering system, especially in customer due diligence. As cross-strait financial exchanges close, Chinatrust Commercial Bank set to start planning for the establishment of subsidiaries in Mainland ask the author departments to develop a set of anti-money laundering system in line with our requirements, so the author in April 2006 for the first time to visit China's banking system about anti-money laundering post for staff to understand the situation of China's anti-money laundering system. After two months learning, the most important for the anti-money laundering customer due diligence are not even any concrete action norms, banks can not put into execution, and the practical operation of customers due diligence has flaws, great pity.During graduate school, the author of "customer due diligence" as the keyword query CNKI in April 2010 before the journal articles, papers found in 1569, but most article discusses the issue of improve China's Anti-Money Laundering System but nothing for customer due diligence, even though there is also the academic theory of the actual bank does not help. I know, the only anti-money laundering of criminal law theory is not enough, also need to identify the economic law and banking practice to provide a standard operation.Although there are many theoretical ways to solve this issue, but I still have these questions innovation, innovation of the thesis is to clarify three major issues for our customer due diligence, combining theory, practice and banking experience, trying to improve customer due diligence measures and suggestions.The thesis is divided into a total of four chapters, each chapter is as follows:Chapter I: customer due diligence. This chapter describes the "Customer identity" of the importance and basic principles, explaining the banking institutions for the customer's location and identification obligationsChapter II: customer identity in International and China requirements. This chapter introduces the international community and China's laws, the requirements for customer due diligence, try to interpret from our point of view of comparative law customer due diligence requirements.Chapter III: China's customer due diligence problems. This chapter will present customer due diligence in the Chinese banking encountered during actual operation, both the bank's internal implementation of the customer due diligence, or whether they are regulatory dimension, or other aspects of the problems are related to statements.Chapter IV: Strategies and recommendations. Chapter III of this chapter for the statement of the problem, combining theory, practice and banking experience to attempt to improve our customer due diligence measures and suggestions.
