In the new century, building a socialist harmonious society as an important theme of development. As China's population, rural social development mainly concentrates degree directly affect the development of Chinese civilization. From the social harmfulness, grass-roots staff, especially the grassroots cadres of corruption is actually the most destructive corruption. Basic ruling power problems, again good benefit policy to carry out, so also basic problem solving crimes would not be the socialism new rural construction can succeed. As the most basic of the ruling power, the closest to the masses, would the behavior is cheap, people see corruption is the most clear, the most thorough understanding. Because any grassroots cadres directly relates to the vital interests of the people and so on the highest sensitivity, corruption is harmful to the society is bigger also. Grassroots officer duties of democracy at the grass-roots level of autonomy crime damaged political system,thus affecting farmers' interests. From now on the influence of the social duty crime, corruption behavior grassroots cadres of the most easily party-mass relationship, relates directly to the party and the government in the image, and people's a serious threat to the construction of new socialist countryside. In rural economic development level, its social harmfulness has ignored under the leadership of the party, as a grass-roots staff, crimes would hit the production enthusiasm, these farmers to destroy bad behavior of the grass-roots power, cause all such group incidents petitions.Therefore, analyzes the basic reasons would crimes, looking for effective prevention mechanism, the construction of a new socialist countryside as the key work.
