Research On The Official Crime Of Rural Grass-roots Cadres

The rural grass-roots cadres referred to in this paper include those in the township(town)administrative system(hereinafter referred to as township cadres)and those in the village internal autonomy(hereinafter referred to as village cadres).With the deepening of the construction of new countryside and the development of the strategy of rural revitalization,a large number of Farmer-related and beneficiary funds related to people's livelihood and people's interests are inclined to the countryside,and rural grass-roots cadres become the high-risk groups of job-related crimes.In recent years,although the state has intensified its efforts to crack down on job-related crimes committed by rural grassroots cadres,the phenomenon of job-related crimes by rural grassroots cadres still shows an increasing trend,which should arouse our deep thinking.In my opinion,punishing crime is only a means,and helping to save and prevent crime is the fundamental purpose.While punishing rural grass-roots cadres,we should carefully analyze the reasons for the high incidence of job-related crimes among rural grass-roots cadres in recent years,and find out feasible preventive measures to reduce the occurrence of job-related crimes among rural grass-roots cadres.Through a large number of real cases and statistical data,the author analyzes the crime situation of grass-roots positions in rural areas from 2013 to 2017 in X County.It is found that the crimes of grass-roots cadres investigated by X County often involve crimes of corruption,bribery,and misappropriation of public funds.There are fewer cases of malfeasance;The areas involved include compensation for land requisition,subsidies for farmers and farmers,special funds for poverty alleviation and development,and minimum insurance funds;It shows that there are many common crimes,diversified crime methods,and the age and cultural level of the perpetrators are regular,and the number of cases and the number of crimes committed show an increasing trend year by year.The author analyzes the reasons from five aspects: the imperfect mechanism,the chaotic management system,the weak supervision and control,the erosion of the grassroots by the evil forces,and the reasons for the rural grassroots cadres themselves,in order to put forward practical prevention and control plans.It will lay a foundation for X county supervision department to carry out the crime investigation and prevention work in the next step,and it will also improve the reference for the research on the crime situation at the grassroots level in rural China.
