With the advancement of agricultural production technology and the construction of new socialist countryside, a large number of rural surplus labour produced, which have become an important force to promote urban development. Shanghai, as one of the most vibrant city in economic modernization process, strengthen urban construction because of the World Expo in recent years, attracting a large number of migrant workers coming to Shanghai for development. The influx of migrant workers provides a rich and diverse labor force, but also posed a serious challenge to public services, social security, and other of the city. Besides that, contradictions and disputes between foreign workers, foreign workers and local people, employees and units bring hidden dangers to the steady economic development and urban social harmony,stability and security of the city.With the complexity of social relations, the sharp of interest conflicts, the traditional dispute resolution is not suitable for the current needs of society, the pressure of people's courts increasing, functional disorders of effective mechanism emerged. To solve this problem, the diversified dispute resolution, which focus is non-litigation dispute resolution should be building and improving.This paper includes four parts:The first chapter introduces the background and significance of the research, literature research status, study design and research methods, and a brief description of the research ideas.The second chapter focuses on economic development, social security, population structure of Qingpu District, and introduces floating population's current situation of Xujing Town, Qingpu District, from age, education, residence and employment aspect, to conclude the overall situation of migrant workers.Chapter three introduces the non-litigation dispute resolution of migrant workers, Qingpu District, including the types of disputes, the development of dispute settlement mechanism resources, dispute settlement mechanism, and analyses problems and reasons of the situation.The fourth chapter analyses the necessity and feasibility of building a diversified alternative dispute resolution, then proposed specific measures to construct non-litigation dispute resolution of migrant workers, Qingpu District.
