"Network Politic": The Special Internet Political Scene Of China In The Theory Of Deliberative Democracy

"Network Politic", in recent years, became a new governed wind of central government and local governments, but also became an important channel of public expression and public space, to shape the people's public awareness and political ecology in a progressive and esoteric way. In this paper, based on "Network Politic" research in China and the western network democracy study, writer comprehensively use political theory, sociology, and communication theories, such as the theory of deliberative democracy, communicative action theory of Habermas, pragmatic theory, and public areas theory to examine the "Network Asking Politic", in order to obtain innovative research.First, the paper innovatively and strictly defined "Network Politic" connotation and denotation, and similarities and differences between the "Network Asking Politic" and "Network Supervision", which provided important prerequisite for the accuracy for the network model and network operating mechanism research in the follow-up study. Moreover, the paper cards the network politic development process for the first time. Secondly, on the basis of the networks politics practice around the country analyzed and summarized, paper discussed three main modes of "Network Politic" at this stage for the first time:the mobilize tissue-based model, the free dialogue-based model, and the passive explosion-based model. Thirdly, the paper choose " Lingnan ten film " and " Panyu garbage plant "as two cases, and study "Network Asking Politic" operating mechanism in the way of deep essence of theoretical thought. Fourthly, the paper researched this special political scene in the political reform in China, and defined that "Network Politic" is a temporary transitional mechanism within the system under the internal force, external force and the technical conditions. Finally, the paper concluded value of this new phenomenon, taking the "Network Asking Politic" not institutionalized into account, it also discussed the limitations of the implementation and concept, to make recommendations toward the development of institutionalized patterns of social expectations.
