Legislative Study On The Ecological Enviroment Protection Of Poyang Lake

"Poyang Lake Eco-economic Zone—Wisdom Project" officially kicked off on 12th Dec,2009, which is a foundational project on the basis of the state's strategic Planning for Poyang Lake Eco-economic Zone. It is the first regional development plan listed as the state's strategic Planning and important milestone in the development history of Jiangxi. The legislation to protect Poyang Lake and adopting the strategy of scientific and green development is the inevitable choice to implement the scientific outlook on development and the "Poyang Lake Eco-economic Zone—Wisdom Project", which is the common goal of Jiangxi people and good to coordinate economic development, social process and enviroment protection based on maintaining people interest by making overall plans and take all factors into consideration.Around the world, the legislation to protect ecological enviroment of important lake has become a trend. Mastering the present situation and existing problem, knowing the positive functions and main content are necessary for the legislation to protect Poyang Lake. This paper tries to put forward conception about the rule that the legislation to protect Poyang Lake must follow, protecting project, the adjustment, the protected object and scope, primary target, protective measures and mechanism for ecological compensation, the relationship between protection and development, management system and legal responsebility setting.
