The Study On The Government's Role Of The Socialized Supply Of Older Services

Along with the progress of the society and the improvement of people's life and health level, aging population increases unceasingly, completes all older services work has become an important topic of common concern. Qingdao is early into the aging of the population of the city, the aging population is growing up which is an important mark in Qingdao economic development and social progress, but also has brought great challenges for the development of Qingdao. This is mainly manifested in the social transformation, the change of governmental functions, the weakening of family pension function for the supply of older service, the rapid expansion of the development of service demand, pension industry lagged behind, which is hard to satisfy the growing older population's huge multi-level demand. But to satisfy different needs and diversification of service of the elderly, fully guarantee the rights and interests of the people, to achieve "Elderly will be looked after properly", it will need to advance the process of socialized supply of older service, because by an organization or a force is not fully satisfy all the needs of older service. It also needs the government play an active role, further shift of government functions, the rational orientation of the government's role in the socialized supply of older service, mobilize social forces in career, to constantly elderly services to meet the growing needs of people aged. This paper analyzes the Qingdao municipal government in the socialized supply of older service, analyzes the necessity and moderation of the government intervention in the socialized supply of older services,the role of government in the socialized supply of older services and the existing problems, and through the practice of satisfying the demand of the old in Qingdao,summarizes three experience mode, which hope to provide an idea for the choice of Chinese aged care model, finally puts forward some improvement suggestions on the government how to better play a role and how to realize the socialized supply of older service.The paper has five chapters. In the introduction, firstly, introduces this paper's research background and research significance. Secondly, based on the related contents of the socialized supply of older services and the government function on supply,analyzes the current research situation. Then the paper introduces the basic ideas and innovations. The first chapter, the paper introduced the basic theory and practical basis in brief,and respectively from three aspects which are theory, reality and policy to provide the support and foundation for this paper research. The second chapter,is to overview the socialized supply of older service, mainly from the connotation of the socialized supply of older service, the current situation of the socialized supply of older service and existing problems.The third chapter, as the focus of this study, mainly research on the government role of the socialized supply of older service. Firstly analyzed the necessity and inviting-in of the government intervention in the socialized supply of older service; Next on the basis of analyzing the role of the government in the socialized supply of older service, and described the government's role combining the current character of Qingdao government practiced; At last, analyzed the problems and reasons which government has. The fourth chapter through the analysis of Qingdao status of socialized supply of older service, summarizes three kinds of experiences of Qingdao city, which can provide for other cities to carry out the cause of future older service for reference. The final chapter, it is on the basis of previous chapters'study, puts forward the improvement of measures in the socialized supply of older service. Through the government, market and society three aspects co-improved, thus better meet the needs of the older various services.
