Role Of Community Care Services Research Body Multi Supply

There is no doubt that the aging of population has become a global development trend at present. The rapid development of population aging has made the supply of service for the aged lagged far behind the demand. As the family supporting is weakening, community endowment is accepted by more and more old people because of its unique advantages. At the same time, the practices of community endowment are developing flourishing across the country. In addition, the long-term application and practice of the polycentric governance theory in the field of national public service, in consequence, developed countries and areas have achieved some successful development patterns in the field of community endowment socialization. So it also provides us with useful reference.In our country, the diversity supply of community endowment is not only the need of pension services development itself, but also an important measure to realize the governments’socialization of social welfare. At present, from the perspective of supply, the community endowment service is a huge system which contains multi-service subjects. In this system, the government, the society, the market and the community play different roles respectively. The quasi-public goods attribute of service for the aged has decided that the government should be dominant in the community endowment service; as a result, the government’s role has a crucial importance for the building and development of community endowment service system. Furthermore, in order to develop a diversified community endowment service, we need to realize an organic combination of different subjects in endowment service supply such as the government, the community, the non-profit organizations, the communities and so on. In the process of clarifying the role definition, responsibilities and the scope of supply of different supply subjects in community endowment service, we should gradually form a complementary, inter-constraint coordination mechanism of diversified supply for community endowment.This thesis has taken the population aging as the background; the starting point is the diversified supply of community endowment service. In the first place, we described and analyzed the related theory such as public goods and public services, polycentric governance and the new public management, secondly, we selected city D as an individual case which has a prominent feature both in population ageing and community endowment service, and combed the present situation of community endowment service, and then analyzed problems and present situation of the role of the government in diversified community endowment service supply. Thirdly, this thesis introduced practical experience of community endowment service in Hong Kong and community care in Britain. Finally, to deal with the current situation of the population aging in our country and the problems in the diversified supply of community endowment service, we came up with the concept of government role reorientation in community endowment service. Besides, we also explored the Multi-center supply mode of community endowment service, namely, to establish a Multi-center supply frame structure in the field of community endowment service which contains the government, the market, the civil non-profit organizations and the community. At last, we put forward the role definition of the government, market, non-profit organization, community, etc in community service for the aged.
