The worldview of Marx is not a doctrine but a method as it provides no existing doctrine but the starting point for further research and the method employed for this research. Practice is endless, so does the practice-based theoretical innovation which used to guide the practice. Both of Jiang Ze-min's thinking on development and the Scientific Outlook on Development are the new achievements of Marxism in China and crystallization of collective wisdom and efforts from the third and fourth generations'Party leaders. These two theories have a close connection with the actual development in China at that time and are based on a complex and changing international situation.The article's first part focuses on the common and their own historical background of the two theories in order to make the inheritance and innovation better understood. Inheritance means they have an intrinsic and fundamental consistency; while innovation means updating, creating or changing. In other words, the Scientific Outlook on Development is the complement and improvement for Jiang Ze-min's thinking on development. Peace and development—the themes of our times have determined the two theories'inheritance and the difference between their historical backgrounds has determined the innovation of the Scientific Outlook on Development.The second and third parts are a detailed statement of inheritance and development from the Scientific Outlook on Development to Jiang Ze-min's thinking on development, trying to break two tendencies of the outcomes from research on their relations. One tendency is briefly comparing the similarity and difference and the other is comparing through stating the specific content of the two theories.The fourth part focuses on the analysis and comparison of the research value of the Scientific Outlook on Development and Jiang Ze-min's thinking on development. On the one hand, instead of denying Jiang's thinking, the Scientific Outlook on Development is an advancing concept endowed with new connotation and developing requirements. They are both parts of theoretical system of socialism with Chinese characteristics. On the other hand, this article aims to highlight the new features of the Scientific Out look on Development by comparing the two theories, thus to increase people's awareness of carrying out it.
