Some Discussions On Meteorological Adimistrative Law Enforcement

Administration according to law is the core of ruling the country by law. Meteorological administrative law enforcement is an important part of administration according to law. In recent years,meteorological administrative law enforcement has achieved significant progress in legislation,law enforcement agencies construction and law-enforcing ranks construction. But there is a wide gap between the requirement of rule construction in china and the level of meteorological administrative law enforcement. The problems of meteorological administrative law enforcement in present china lead as follows:law enforcement seeking profit,law enforcement being not in place,and so on. We see a little of discussions on administration enforcement bodies,meteorological soft law, means of executing the law,and so on and so forth. Therefore, discussing on meteorological administrative law enforcement has an important significance.This paper is divided into five main parts. In the first part,the author epitomes the characteristics and the main problems of meteorological administrative law enforcement, and discuss how to improve meteorological administrative law enforcement. The second part is mainly about improving meteorological soft law. The primary coverage is legislative initiation of meteorological soft law. In the third part, the author analyzes background of reform of enforce administrational law,and discuss the route to deal with drawback of the systems of meteorological administrative law enforcement. The fourth part is mainly about implementing the administrative law enforcement assistance system to strengthen and improve administrative law enforcement. In the last part,the author compares administrative law enforcement with public interest litigation , introduces the theory of public interest litigation into meteorological administrative law enforcement,to strengthen and improve it.The innovation of this paper lead as follows:it is the first discussion on strengthening and improving meteorological administrative law enforcement from the sound of soft law; it is the first time to introduce the theory of public interest litigation into meteorological administrative law enforcement;the author puts forward the suggestions on reform of meteorological administrative law enforcement.
