When the regulations irrevocably become the fundamental source of law,which play an important role in adjusting social relations, justice should positively reflect the social relations,ruled by the regulations,as is expected to respond to the needs of administration. One side, the speciality of judicial review's object needs judicial review to approach to the administration,and rely on the main administrative expertise and experience to judge the regulations'social adaptability.On the other hand, justice must not absolutely accept the regulations only base on the self-complacent and self-consistent of regulation system,moreover, should establish limited review and limited application on regulatory documents.
