With the deepening of the new rural construction, rural cultural construction gets the attention of the party and government. Cultural construction in rural areas to provide intellectual support for economic construction, is an important component of rural development. Cultural construction in rural areas lagged far behind the current situation of rural economic and social development, has been failed to meet the growing spiritual and cultural needs of farmers. To achieve rural political, economic, cultural and social development of rural areas, we must accelerate the construction of rural culture. Since 2007, the farmer's bookstores project, which aims to solve the difficult of farmers to read works, has been promoted in rural areas. However, uneven levels of rural cultural construction had restricted the effects of the project. After the completion of the hardware, how to make the farmer's bookstores building to be effective is the key to rural cultural construction.The research has done a comprehensive and systematic analysis and observation on the Farmer's Bookstores project in the framework of rural cultural construction, argues some concrete measures to improve rural cultural construction. The rural cultural construction has encountered four difficulties: the lack of cultural infrastructure in rural areas, insufficient supply of cultural products, ineffectively use of existing cultural resources, and agriculture-related books can not meet the requirements of farmers. These problems actually can be improved by the Farmer's Bookstores project. This paper finally puts forward the relevant measures and suggestions to improve the development of rural cultural construction.
