However,, there have always been some imperfect places on the monitoring. Therefore, the playing of citizen oversight really needs to be legally regulated and protected and one sound and complete citizen oversight is an effective way to achieve citizen oversight. To improve the legal system of citizen oversight, the basic principles should be established to strengthen the supervision of the legislation and the construction of related systems, we also should make a use of the experience of western countries. We also should enhance the awareness of the supervisors and ensure the exercise of supervision be unimpeded and effectively improve the transparency of administrative activities as well as the supervision of the state and citizens.
