Since the reform and opening-up, China has obtained great achievements in economic and social development which attracts worldwide attention, but at the same time, there also triggers a variety of social conflicts, especially the unfair distribution of income and gap of wealth. Market economy is a kind of competitive economy, the competition law-survival of the fittest inevitably produces a part of vulnerable groups. The second distribution of government fiscal policy adjustment purses the universal rights of citizens guaranteed which can not take care of every citizen in every aspect. In recent years, the Government continued to focus on people's livelihood, however, the wealth gap still further. Thus, there will be a "vacuum area" between the market and government adjustment. To reduce and eliminate this "vacuum area", it is necessary to strengthen the third distribution.The third distribution is based on the distribution of private voluntary. It means that members of society fund disadvantaged groups by means of voluntary donation under moral or other motives to make a more equitable social distribution. China's philanthropy is the main form of third distribution. It not only is a beneficial supplement of the original distribution and re-distribution income to help narrow the gap between rich and poor, but to enhance the social cohesion which plays a role of lubricant between different social members.In recent years, the government attached great importance to the development of philanthropy and have made programmatic elaboration in major conferences, particularly the party's "17 Great" proposed that China's philanthropy should be an important supplement of social security system. Because the government advocated and all sectors of society promote strongly, our philanthropy has made great progress, but still lag behind the overall size of the entire economy. Compared with developed countries, our philanthropy is still in its infancy, such as unperfect legal system,strong sense of administrative,lack of credibility. These factors have seriously hampered the development of philanthropy, therefore, it is necessary to strengthen the research on philanthropy.The article is divided into five parts, first the article defines the relevant concepts; second it lists China's achievements of modern philanthropy, its current difficulties and the reasons; then the article describes the development of several typical charity model to provide useful lessons for our country; next to it the article puts forward basic ideas to break the the plight:legislation is the fundamental guarantee of China's philanthropy, self-construction of charitable organization is a key factor, charity awareness of modern Cultivation is the source of philanthropy development which will never stop; at last it describes the future development of our philanthropy and makes a summary and outlook for further research.
