The Analysis Of China's Government Regulation Failure In Administration

Government regulation is the administrative subject to compensate for the reasonable according to market failure, through legal, administrative and economic means in microeconomic units activity optimize the allocation of resources and the citizen's public security for value pursuit of main functions of the government. At present our country is in economy and social transformation period, the market economy progress and the functions of government changing, our government regulation is facing unprecedented challenges, both must change the previous strict control shadow, is new government regulation system remodeling and implementation process. The reality is government regulation failure repeated, not only cannot make up for failure, but also form dual failure. Therefore, this article takes the China's government regulation of reality of administrative perspective, to study China's government regulation of failure, and tries to make further research are pertinently put forward management in our country government regulation for the failure of the effective way.This paper will be divided into three parts, the first part of this paper is the first chapter introduction part; The second part is the second chapter, introduce the concept of government regulation, The third part of the third and fourth chapter, The fourth part for countermeasures, namely, the part of the fifth chapter.The first part introduces to choose a background and meaning, domestic and foreign government regulation theory and the research method of review and possible innovations. The second parts introduces the meaning of government regulation, based on the economics, law and politics concept, summarizes from administrative perspective of government regulation. According to the introduction theory, analyzed the logical starting point and value aim of government regulation,not only to remedy the market failure in regulation, but also the public interests as own duty. Starting from China's specific conditions, this paper analyzed China's government regulation of reality, this on China's economic system vicissitude of the environment for consideration, concluded that our government regulation system evolution particularity.The third part studies our country government regulation failure situation, and from administrative science perspective, this deep reason of failure. Our country government regulation can be divided into economic regulation and social regulation, at the present, whether economic regulation or social regulation has different failure performances, economic regulation the offside, vacancy and dislocation continuously, social regulation field problems emerge in endlessly, which are a serious threat to the public environment, this part of the research significance is on analysis of the economic regulation and social regulation different performance basis, from the Angle of administrative science because our country special conditions caused by digging the common failure reason:not form a reasonable public governance structure and transitional government of dislocation and institutional deficiencies, unable to do so in accordance with the regulation of regulating monk imperfect policy process.The fourth part research how to manage our government regulation of failure. Government regulation is also can be considered a administrative process, has starting point, the process and result. Therefore, this part from the law, organization, operation and evaluate four dimensions for Chinese government regulation choose the right path, accelerate the pace of our government regulation reform for the healthy development of the economy and society provide strong support.
