In the process of establishing and improving the socialist market economy, administrative monopoly has drawn widespread attention from all sectors of society. The study area of administrative monopoly has become one of the research frontiers of China's contemporary economics and the focus of political and economic reforms. However, the theoretical study of the problem of administrative monopoly in China has a lot of room for improvement. Both in terms of the concept and definition, and the rationality of the administrative monopoly on the discussion, there are great differences. Since the research perspective and methods and some other reasons, the issues related to the administrative monopoly have not been given a full explanation, particularly on the issue of administrative monopoly regulations. Therefore, the issues of regulation of administrative monopoly in-depth study and discussion with a strong theoretical and practical significance have been conducted in this paper.In this paper, theory and practice, combining abstract and specific research methods and comparative analysis, have been studied in regulation of administrative monopoly problems, with the theory frames of the Marxist and Western Regulatory theory, according to the market-oriented reform of China's economic transition process. Regulation of China's administrative monopoly has conducted a comprehensive and in-depth analysis and discussion so that we can promote the theory and practice of development in China's administrative monopoly regulation.The paper can be divided into four parts and the second and the third parts are the mainstays.The first part includes the first two chapters, which is the theoretical basis to the study administrative monopoly. The paper reveals the significance of the research, research methods and structure of the paper at first. Then the theories in western classical economics and Marxist economic theory of administrative monopolies and government regulation have been reviewed.The second part includes the chapter 3, 4 and 5. From the view of history of China's administrative monopoly behavior, the reason for the existence of administrative monopoly and flaws have been analysed, we can see that the administrative monopoly in the long history in China has played an important role in economic development and the stability of society. With the constant deepening of China's market economic reform, China's current stage of certain acts of administrative monopoly over a reasonable act border Because of institutional and market factors led to the social phenomenon of unfair distribution and corruption, restrictions on the normal play of the market mechanism, China has conducted the regulation reform. The system of administrative monopoly regulation, including regulation institutions, regulation content, regulation means, regulation authority and the penalties for violation of regulation, but due to various reasons led to the failure of administrative monopoly regulation.From the state of regulation of administrative monopoly in the worldwide, we summed up the experience and lessons of the reform regulation. Although the administrative monopoly is a worldwide phenomenon that is widespread, there are a lot of measures have been taken to regulated the administrative monopoly activities, such as to improve the laws and regulations adopted to guide the reform of administrative monopoly, trying to limit the negative effects of administrative monopoly. From the comparison of the regulation reform worldwide, we draw a conclusion that there is not a completely unified model in the regulation reform of the administrative monopoly.The third part is the chapter 6 and chapter 7.
