The policy of Aid to Family with Dependent Children, we usually called AFDC, was restored by the U.S. Department of Health and Human Services Administration. The development of AFDC reflected the historical development process of American family welfare from one side. It was rebuilt at President Roosevelt in 1935, who rebuilt American social security system. AFDC existed for more than 60 years, experienced production, improvement, criticism and was finally abolished by President Clinton.There are four parts in this paper:The first part is the preamble, mainly tells the status of domestic and international research of AFDC. The author introduces the American social security associated with the research results.The second part describes the background of the AFDC policy, which include the domestic and international background. With the development of the industrial, and the bomb of the World Economic Depression in 1930s, more and more people fall into poverty and unemployment. People called for the new social security policies. Eleanor Roosevelt, the wife of President Roosevelt, who pay more attention to women and child, which urge the government to make appropriate policy in favor of women and children, such as AFDC. In the 1930's, the economic crisis and the outbreak of World Warâ…¡urged many countrries to establish and improve the social security system. Subsequent in 1950'S to 1960's, the development of the economic provided strong financial backing for national social security system. In the 1970s,the economic crisis broke out ,prompting countries to reform the welfare system. The international background was discussed from the three aspects.The influence of these resulted in the making of AFDC policy. In the third part, it analysis the development of AFDC.AFDC evolved from the ADC, it gradually enlarged the scale in 1950's-1970's; and gradually shrinking its scale in 1970's-1980's.It was always changed to satisfy the need of the society. To the 1990's, The criticism of AFDC was more and more violent, reform seemed difficult to solved the problem of poverty fundamentally, women and children called for a new policy to instead AFDC. Then the Clinton administration the family welfare reform, issued a new policy - TANF, gradually replaced the AFDC policy, which had existed for more than sixty years. AFDC made great contribution to help women and children, to regain the confidence of people and to develop the American society in the past sixty years when AFDC existed.I hope that the research on micro policy can raise people's awareness to disadvantaged minority, call for the government to issue some more realistic policy which can meet people's need. Researching the American policy on women and children in order to enlighten our nation to make suitable policy for left behind children and women .
