In the history of American family welfare policy, the1980s is an important stage,it reflects American’s deep belief on the welfare. In order to overcome the shortcomings of monopoly capitalism in family welfare policy of the New Deal-style state, the Reagan administration cuts family welfare and establishes workfare in the form of law, continued the implementation of new federalism and promoted welfare recipients to keep the welfare recipients from welfare dependency and get self-relied.This paper takes the family welfare policy reform in Reagan administration as the research object.combs its background,content, analyzes its characteristics and influence, in order to fully understand it. The introduction part provides a brief review of the significance of the topic, research findings,and writing ideas. It is divided into four parts. Part I introduces the background of the family welfare policy in Reagan administration,including the family welfare policy crisis, the development of Neo-conservatism, the practice of the family welfare reform. Part Ⅱ introduces" Omnibus Budget Reconciliation Act of1981" and "Family Support Act of1988", describes the specific content of the reform. Part Ⅲ analyzes its characters, including the reduction of family welfare spending, wofkfare advocacy, welfare federalism implementation and the embodiment of Reagan economics.. Part IV discusses the dual effect caused by the reform. The conclusion briefly summarizes the viewpoint of this paper, and provides some references for Chinese family welfare system construction.
