Countries In The Construction Of The Global Civil Society

With the rise of global problems, meanwhile based on such reasons as "government failure", "market failure" or"the crisis of welfare states" etc, global civil societies have involved lots of fields which belong to the government's management and are playing an ever-increasing important role. In solving some domestic or international issues, global civil societies and nations share the mutual powers. Originally the basic and executive powers of nations are gradually becoming weaker and weaker. Nevertheless, in modern international society nations are still leading the social behavior. Global civil society's developments are still subject to countries. Global civil society's formation and its development to national countries are not only a challenge, but also offers opportunities for country to better participating in the international society. If we can accept global civil society with a cooperative attitude and achieve common governance, then for countries and the entire human society it is always useful.This article is divided into four parts.The first part is the introduction; which firstly proposed global civil society's theoretical and realistic significance. Namely it is in improving global governance's theory, while providing an idea for countries in dealing with the relationship between them and global civil society. On this basis, the paper points out that country have played a significant role in the construction of global civil society; they can compensate for some defects of Global civil society itself. But at present most countries are not fully fulfilling its missions. Secondly, we have covered the present research state of domestic and foreign Global civil society.And we also have analyzed the national problems in the global civil society. At last, on the basis of systemic introduce of global civil society, this article tries to improve its practical defects in the national level.The second part focuses on what is the countries'position and analyzed the relationship between the nation and the global civil society under the background of global governance. This section starts with the origin of global civil society, then reviews the classical, modern times and modern significance of global civil society. Based on the summary of the global civil society's concept at home and abroad, defining the connotation and denotation of "global civil society" which we discuss in this article. Secondly the paper summarizes the background of global civil society's rising and points out that the rise of global civil society is closely connected with the rapid development of globalization and the global governance's ideas are deeply pervasive. Global public problems that Globalization brings need global civil society's participation. Meanwhile, Globalization brings global civil society's basic forces. Globalized new resources advanced the growth of the global civil society. Besides, Global governance'theory is also in favor of global civil society playing a role. Finally analyzing the bottleneck of Global civil society, for example, the role of Globalization's elite is increasingly prominent.
