This article discusses its concept and characteristic after clarifying the development process and the differences between Chinese traditional legal culture and western law theory. In face of the current status, that is lacking of culture of rule of law and blind exalted of western law in the process of the construction of the harmonious society, this article compares differences between China and western countries on the aspect of legal culture from the perspective of two production theory proposed by Engels aiming at the generation of the harmonious society. The two production theory is that material production and human itself production cause different impacts on the Chinese and western legal culture, which decide a unity pattern between home and country, determines the basic types of our culture, and put effects on the political system arrangement of our peoples and our country.Today, we must generate the rule of law culture of harmonious society in order to have the construction of socialistic harmonious society well done.
