The Study Of Government Foster Social Organizations To Promote Social Management

It has been talked a lot on the relationship between the government and the NGO. Recently, a new trend has been observed that the government is initiatively propping up the NGOs through purchasing public service, as a means of improving the local governance.Considering this background, this article will observe the case of the Social Work Association in Haishu Region. We will study this case from four points:the background of the foundation of the association; the present state of the four kinds of public services purchased by the Haishu government; the failure of initiate experiment of training the social workers; and the expedition for a new style of the social work association. After these observations, we can have a clear view of the present state,the problems and the effort is making of the NGO that under the support of the government.The expedition of Haishu Social Work Association is a practice of Resource Interdependence Theory. The key of this practice is changing the social association into a NGO, which would have the advantage on public service under the support of the government.During the discussion, the author discussed the limitations of using resource dependence theory in the opposite way and pointed out that the project of government purchase could only improve the development of NGO. In the construction of resource dependence-based model, what plays a decisive role is not the project itself, but the the possibility of autonomy leaved for the NGO. Finally, as the case of Social Workers'Association, the author makes a conclusion in the sense of reinterpretation the relationship of government and NGO.
