After the outbreak of the global financial crisis, the U.S. has increased sharply the antidumping cases to China. The anti-dumping, investigation compared with the anti-dumping measures taken by the U.S. in the past, is very different, and presents some new features: First, seriously affected by the trade protectionism. Second, use more anti-dumping countervailing"double reverse"survey. Third, easy to produce the demonstration effect and cause a chain reaction.Based on the case of oil pipe anti-dumping investigation as an example, We found that U.S. authorities on specific damage, dumping, dumping and damage cause-and-effect relationship problems that aspect, etc. In many respects the anti-dumping investigation of America has violated the provisions of the WTO anti-dumping agreement, and the behavior has abusede trade relief system.After the financial crisis, the anti-dumping measures taken by America is more frequent, There are three reasons: First, United States trade protectionism to prevail. Second, the U.S. antidumping law is flawed .Third, the U.S. does not admit Chinese market economy status. Under the new situation, enterprise, industry associations, government should unite and, building common warning mechanism and responding mechanism. This paper puts forward the following countermeasures: First, make full use of the WTO dispute settlement mechanism, Second, strengthen government supervision, Third, Establish complete system against anti-dumping. Only in this way, the Chinese enterprise raise anti-dumping litigation-responding ability, change our country in the situation of the us antidumping frequency, to protect domestic industry environment.
