Issues On U.S. Federal Government's Agency Budget And Treasury Cash Management

Government budget system is the core of the financial system, and is related to the most extensive public interests. To analyze the budget system, not only has a positive meaning of regulating the budget behaviors, so as to speed up the establishment of public finance system, but also benefits the taxpayers and their representative organizations to control the financial activities. China's government budget is now in the crucial period of reform. However, budget research on related theories, especially those of the United States and other developed countries, is still in its infancy. The purpose of this article is to discuss the US federal agency budget and treasury cash management, so as to benefit the budget theory and our country's budget reform.There are five parts in this article:The introduction is mainly about the background, significance and purpose of this article.Chapter One is to introduce the agency budget of federal government, including the functions of respective agencies in agency budget preparation, approval, implementation, and their interaction with the OMB. The focus of this chapter is the approach of the U.S.. In the end of this chapter, advice will be given in the aspect of China's reform in government budget.Chapter Two deals with the experiences of treasury management in the U.S.. In the new century, China has made a centralized treasury payment system reform. American model, for the National Treasury cash management system, provides us a useful reference.Chapter Three will, according to the first two chapters'experiences of the agency budget and treasury cash management in the U.S. federal government, analyze the current problems in relevant fields in China and give advice to settle these problems.Chapter Four is the conclusion, which makes a comprehensive comment on the federal budget system, especially in the aspect of agency budget and cash management, and outlooks the reform of Chinese government budget.
