Study On The Running Power Mechanism Of The County Government

As the wave of government reform since the 1970s, the issue about the operating mechanism of administrative power is emerging in the academic research, which focus on the power objective. The operating mechanism construction of administrative power is an important part in building socialist political civilization. As China's deepening reform of government institutions, a series of phenomenon are gradually exposed, such as administrative organs'low efficiency, departments' overlapping functions and duplications. Constructing a rational and efficient power operating mechanism is good for achieving the democratization, legalization and standardization of power operating, and it is an urgent task in building a comprehensive well-off society. As the basic-level government body that directly serves for the population, county & municipal governments play an important role in the process of state governance and government operation. However, the uncoordinated status between its function construction and development objectives seriously affects the role they should play at present.By using the descriptive case analysis, this paper try to study the operating mechanism reform of administrative power in the city of Fuyang. Through the power recycling-risk prevention and control, the government conducts a thorough clean towards the department administrative power. In order to regulate the operating mechanism of administrative power, the following means are used, i.e., risk point seeking, discretion compression, power process disclosure, and risk prevention and control mechanism improving. As the basic-level government body, the city of Fuyang not only provides a sample for the development of local government, but also have a positive demonstrated significance on the reform of the operating mechanism of administrative power.
