Copyright law has the pursuit of different legal values like order, freedom, efficiency and justice when it is first enacted. These universal legal values are given special meanings in the context of copyright law, including values of property interest, personality interest, innovation, cultural flourishing and democracy. Among all these legal values, values of property interest and personality interest are means values, which implies that the realization of them is to better serve the realization of values of innovation, cultural flourishing and democracy. The arrangement of copyright law system is under the guidance of legal values and its hierarchical system. However, with the development of technology and economy, and also with the evaluation and choice done by the legal value subject among conflicted values, the copyright law values system change. The changes of values lead to a series of copyright expansions and copyright crisis. To solve the crisis and to make the copyright law be in accordance with its original purpose, we need to reconstruct the values of copyright law, by reordering different values of copyright law, expanding the value subjects, and standardizing their behavior.
