Since 1990s, all kinds of crisis events frequently occurred, emergency management has become a concerned issue in every government. Emergency management is a complex social public work, it needs various social forces involve. In American National Response Framework, NGOs bolster and support government efforts at all levels before, during, and after an incident. Paper is based on the case of Hurricane Katrina. Sums up the U.S. NGOs' function in emergency management, such as raising money and funds, mobilizing social forces to participate in the rescue, and supporting the governments' rebuilding work and so on. American NGO has been able to play such an important role in emergency management that is because they highly developed and had significant impact on social life thanks to the support from government. Otherwise, they have legal institutions support, adequate fund and human resource. And the last is the advice about how to improve our NGOs' ability of emergency management. First of all change the status of NGOs to protect their independence, then, develop the NGOs and improve their ability, and strengthen international cooperation in NGOs.
