Tournament mechanism is a incentive mechanism that widely used in all kinds of organizations, such as government organizations and bebnefits organizations. With the incentive of compatible constraint and participate constraint conditions, the principal give different remunerations,according to the relatively performance rankings. In enterprises, the research experienced two stages both of traditional self-interest preference assumptions and fairness preference. So,the research about application of tournament mechanism is better than that's in the government. Even the equity preference of tournament mechanism research has a long development, but its application has not infiltrate the government organization yet, showing a certain hysteresis,For that reason,it is necessary to make fairness preference into the government tournament mechanism. In addition, the tournament mechanism not only brings big growth but also brings the phenomenon of incentive distortion. And,it prompts widespread skepticism about the rationality of the performance appraisal.Therefore, it has realistic quite obvious practical significance to make county government officials as a study point.Base on the reality, his article try to study the incentive problems from several perspectives,focusing on the county government officials. Applying the theory about fairness preference into study for tournament incentive theory may helps to provide corresponding explanation about officials behavior characters in during periods. Based on the FS model with asymmetric information, the article analyzes the dynamic game .And concludes that,the equity preference exists governmental organizations or government officials behavior tendency. With different wages,agents would show different effort levels,because of the different envy preference strength and compassion preference strength .They also prefer to compare their wages with the principal, then take action to increase outputs level or to achieve other goals. At last, this article m draws the effect of political organization culture in the incentive mechanism ,as a supplementary .Try to give a comprehensive analysis of the over incentive problem such as incentive invalid, incentive distortion and so on,with the purpose to optimum the incentive mechanism.
