In recent years,performance appraisal,as a powerful grasp of government departments to promote high-quality development,is widely used and constantly improved.As a county-level government,how to make good use of the assessment baton is becoming more and more important.X county government of Huai'an City has made active exploration in government performance evaluation,and gradually formed the "1 + 4" assessment system with annual comprehensive assessment and four quarter theme competitions,which promoted the improvement of government efficiency.However,with the deepening of performance appraisal,the fairness of evaluation is becoming more and more prominent.The performance appraisal of X county government in Huai'an City is divided into two parts: county to township assessment and county to organ assessment.This paper comprehensively combs the content,process and results of performance appraisal of X county to township and county to agency,including the measures taken to realize the fairness of assessment.Through the analysis,it is found that the fairness problems of X county government performance appraisal work are mainly manifested in the relatively fixed award-winning grades,there is a certain gap between the final performance of the assessment and the effectiveness of the specific work,the assessment subject is not professional and independent,scoring by impression and relationship occurs from time to time,the scoring method lacks certain theoretical support,and the evaluation results are not fully used Etc.In view of these problems,the full text further analyzes the existing reasons,at the same time,combined with domestic and foreign practical experience,puts forward a series of suggestions and measures,including firmly establishing a correct concept of political achievements;open and fair assessment procedures;combining process tracking with annual assessment to promote the reality of work evaluation;strengthening the assessment work orientation of paying equal attention to the development of "outstanding performance" and "potential performance" We are making more efforts to lay a foundation and benefit the long-term work assessment;we should break the mechanism of rewards and punishments according to proportion,build a comprehensive evaluation mechanism based on the completion of objectives and tasks,comprehensive assessment scores,and advancement,and effectively use the assessment results.
