Research On The System Of Legislative Hearing Of The Local People's Congress

Legislative hearing is a typical democratic practice in our country. It has aroused the increased attention of society. However, compared with Western countries which have enjoyed improved institutions for many years, the legislative hearing system of ours has many shortcomings due to its immaturity, incomplete legislation and research into the theory and the influence of our special legal culture. The legislative hearing system has encountered some difficulties as democratic legislation for the public.This article points out some problems existing in the legislative hearing of the local people's Congress, and analyses its formation. This is achieved by analysis of the current situation and research on examples of the local people's congress. The author suggests some changed rules, the completion of declaration and the rights guarantee mechanism, the completion of the legislative hearing process and the effects of the legislative hearing achievement. These provide a useful standard for improving and completing the legislative hearing system of the local people's congress.
