Property management has its root deep in 1960s in Europe and America. It is one of the important parts of modern real estate operation. The definition of property in property management activity means builds which have been built and put into use and with various ancillary equipment, facilities and ground, etc. Based on the theory of condominium ownership, by taking possession of exclusive section of buildings, vendee should enjoy the common ownership and membership right, and also has the right to manage the common part of the building and the obligation to resolute common life matters. The owners of the residential property exercise the power of common management in the form of autonomous groups and sign Real Estate Service Contracts with some Real Estate Service companies. The service company will undertake the management of the buildings and its affiliated facilities. The real estate service contract is a foundation of charging. The owners and the Real Estate companies sign this contract, which will lay down the rights and obligations of the two related parts within the limits prescribed by law, will formulate the service management activities and collect the real estate service fees by the agreed contract.The legal control of property expense includes budget control, pricing mechanism, supervisory system, and responsibility restraint etc. The current Real Estate Management Mode does not effectively solve the difficult problem of estate service charge. Drawing in experience of countries with developed property management, we should strengthen the property consumer awareness, improve charging mechanism and management system, and develop the property management industry organization. Beijing city has introduced the third party supervision mechanism, which is helpful to clarify and quantify the rights and obligations between the parties, to reduce disputes by adjusting the realty management activities.
