With the establishment of the Supreme Court of the United Kingdom in 2009,the House of Lords'judicial power transfered to the Superme Court in accordance with"Constitutional Reform Act 2005".The House of Lords'power increasingly impairing again entred in people's vision. House of Lords experienced many changes in 20th.In the period,House of Lords'political privileges continued to weaken,composition continued to change,legislative authority was limited step by step,and judicial power was stripped ultimately.House of Lords could not restore to its former influence and prestige.When Parliament Act 1911 and Parliament Act 1949 enacted in Britain,House of Lords lost all the financial power,and established the power of House of Commons is larger than House of Lords'. Parliament Act 1911 was a fundamental change for the first time in the 20th Century,House of Lords'power was weakened and its legislative power was restricted. House of Lords began to reform since Parliament Act 1911 was enacted.Discussion about weather to repeal House of Lords emerged in the society.People in the Britain tried to find the way how to make House of Lords more democratic.According to Life peers Act 1958,there would no longer be added to the number of hereditary aristocracy, and decided by its natural demise.It began the canonization of title non-hereditary life peers, so changed the composition of the House of Lords by greatly. House of Lords began to decadenced with big property system declining in Britain. Big property system'decline meant a economic system disintergrated and a privileged class declined.Once noblemen'economic basis declined,House of Lords and hereditaries could not be survived.House of Lords Act's most important measure was to abolish the British followed the thousands of hereditary aristocracy, which was the start symbol of the House of Lords stripped of a noble. This reform improved the image of Britain.The privilege of Hereditary could become Hereditary Members was repealed ,instead of non-hereditary elective system .In September 2003, the Blair government entitled "Constitutional Reform: House of Lords the next step". The consultation document discussed nature, role, composition, size and exit mechanisms of the House of Lords.Constitutional Reform Act 2005 gave far-reaching impact to Britain.According to the requirement of Constitutional Reform Act 2005, the United Kingdom would set up the Supreme Court.If that, House of Lords would no longer hold the power of legislative and judicial.The British political system would be a situation of tripartite confrontation in Parliament, the King and the Government,and the Supreme Court.With jurisdiction stripped,House of Lords'power was declined and became more democratize.
