The WTO Dispute Settlement Mechanism plays a vital role in the settlement of trade disputes between WTO members and the constant global economical development. The implementation system is obviously important as the last procedure of the WTO Dispute Settlement Mechanism. However, in the process of the WTO practice, the implementation system has manifested many shortcomings, and how to improve the WTO implementation system has become the hot area of research. Doha negotiation which is high-profile still ongoing in tension and how to modify the implementation system is also one of the most important topics in it. In recent years, China as complaint and respondent involving in the trade disputes with other members has showed a constant growing tendency. Hence, how to protect the legal rights in the last procedure of implementation system is very important. AS for China, the discussion of the implementation system not only becomes meaningful in theory but also in practice.In part I, the author reviews the implementation system under GATT and points out their disadvantages. Besides, it refers to the advancement of implementation system in contrast to the GATT's.In part II, Based on the latest statistics and relative cases, the author does a systematical analysis of the practice of WTO implementation mechanism and the existing problem and deficiencies.In part III, in the consideration of the proposals made by WTO members and scholars, the author gives several suggestions to further improve the implementation system of WTO dispute settlement.In part IV, the author presents China's implementation condition and puts forward some concrete proposals to protect own legal rights when China involves in the dispute as complaint and respondent.
