Under the conditions of information war,the most important thing is getting the decision-making superiority, so in the operational command, program is not only the most basic combat that commanders' primary operations, and the air program will directly affect the success or failure of the war. Thereby increasing the effectiveness and efficiency of decision-making will become a new revolution in military affairs on the operational command of means and methods necessary requirement.This thesis will carry out a detailed analysis in the various factors of affecting air programs.
