"Civil Disobedience" theoretical researched from the West, to the twentieth century, the late sixties to early seventies the research of this theory reached a climax, and the most important contemporary on the "civil disobedience" theory should be in the "Theory of Justice", that was written by Rawls.This paper is the study of Rawls's "civil disobedience" theory, and mainly introduces the theory of civil disobedience's theoretical context, justice perspective, content, certification, and on this basis in-depth analysis this theory. Rawls assume that"civil disobedience"towards a democratic system of justice in the tow principles of justice and violations of the law or system, and in the faithful carried out within the law. This theory is helpful to rectify the social injustice to strengthen the justice system in maintaining social role, and it also helps to improve the legal system, and promote the realization of civil liberties and power; we should also see its limitations, due to Roll Sri Lanka close to just assume that in a society to discuss this theory, and he also stressed that the theory should be consistent with the laws of justice, so if we put this theory into practice, we will encounter many difficulties, such as how to just law, how to distinguish between close to the just society and not just and so on.
