At present, China is being in the key period of social transformation and in the distinct period of social contradictions. Group events occurring so frequently have been becoming the focuses and the fuse of all kinds of social contradictions during this specific historical period, and making great effect upon the harmony and stability of our society in currency. Moreover, those delinquency problems caused by that can not be ignored.In this paper the author makes an attempt at resolving how to evaluate and define crime and non-crime, one crime and the other which is involved in the group event under the premise of further analysis on it scientifically. Meanwhile, the author makes a useful discussion on the issue of the Criminal Law's application in the group event in this paper. Besides, the author puts forward some proposals in this paper on the criminal policy option, criminal legislation and so on accordingly on the basis of the foregoing discussions.To put it more specifically, the author divide this paper into five chapters mainly:Chapter One mainly makes an overview about the group event and introduces some basic knowledge about it. Chapter Two discusses the problem of crimes and non-crimes involved in the group event mainly. And Chapter Three focuses on resolving how to delimit one crime and the other following in the group event. Based upon foregoing discussions in Chapter One and Chapter Three, Chapter Four mainly studies the Criminal Law's application in the group event. And under the premise of those foregoing comprehensive analyses, the fifth chapter puts forward some rational proposals on how to regulate the group event by the Criminal Law to achieve the combination and unity of political effects, social effects and legal effects during controlling and taking precautions against the group events.
