The system of the right of contractual management of rural land is a system of land use right based on socialist public ownership with Chinese characteristics. We must consistently rely on this system, which has played an important role in the management of the rural land in the past thirty years. It has drove hundreds of millions of farmer to work on their land with enthusiasm, and has liberated productive force. We've seen great achievement in rural economic development with the world attention.However in the development of socialized mass production, the system of household agricultural manufacturing and management of rural land can not meet the requirement of market economy. There is a trend to increase the efficiency of agricultural production in a scaled and mechanized farming by transferring the right of contractual management of rural land.At the same time the current relevant legal system about the transfer of the right to the contractual management of rural land, which lags behind, seriously hinder the transfer process. Resolutions to better develop the rural economy by standardized and orderly transfer of rural land has been carried out in this paper and based on the rural land transfer condition in Zhejiang Province.Chapter one firstly introduces the concept and character of the transfer of the right to the contractual management of rural land and illustrates the transfer of the right to the contractual management of rural land is consistent with the spirit of legislation. Then the course of the evolution in the legislation of the transfer of the right to the contractual management of rural land since China's reform and opening-up has been reviewed, which indicate necessity of transfer of the right to the contractual management of rural land. Third, the signification to the increase the development of rural economy by expediting the process the transfer of the right to the contractual management of rural land has been analyzed. Last bust not least, the concept, character and defects of the existing ways of the transfer are point out according to the current economic situation of Zhejiang province.Charter two states the current situation of the transfer of the right to the contractual management of rural land. First, current situation and character of the transfer of the right to the contractual management of rural land of Zhejiang province is summarized. And the second section analyzes the core problems in the current situation of the transfer of the right to the contractual management of rural land.Chapter three analyzes the ingredients to the transfer of the right to the contractual management of rural land from the perspective of law, economy, culture, social insurance and geography. The discovery and analysis of the ingredients is a great help to enhance the development of reasonable transfer of the right to the contractual management of rural land.Chapter four illustrates writer's suggestions and measures to enhance the development of reasonable transfer of the right to the contractual management of rural land. First section clarifies several basic principles we should insist in the development of the transfer of the right to the contractual management of rural land. Second section illustrates several method and strategy in enhancing the development of reasonable transfer of the right to the contractual management of rural land in detail like perfecting relative regulations and legislation, strengthening the induction and education to the farmers, improving the social insurance in rural area cogently and standardizing management and service of the transfer of the right to the contractual management of rural land.
