Safeguard measures in WTO are important exception clauses, also called escape clauses. Safeguard measures are not only the application of "principle of change of circumstances" in international trade, but also are reputed as "safety valve" to protect domestic industries in free trade march. These measures used to denote obligation-avoiding actions of a member government responding to a contingent surge of imports that are deemed to serious injure or threaten to injure seriously the domestic industries of a product like or competitive with. The function of safeguard measures are to make clearly the obligation on a member-by-member basis in import and export trade in order to avoid the dispute for trade benefits and play a key role in stabilizing multilateral trade system. Consequently, safeguard measures are attached more and more importance by WTO members as a kind of powerful trade instrument, which contribute to relieve industrial injuries and equipoise trade benefits.China's accession into WTO means overall participation in world economy. All aspects of our domestic economy are confronted with rare opportunities and unprecedented challenges. Safeguard measures lie at the heart of the problems.
