On The Payment Duty Of Social Security

In the sixteenth National People's Representation Conference, People's Republic of China introduced the target of how to construct the well-being society: the economy should be more developed, the democracy should be more sophisticated, the science should be more advanced, the culture should be more rich, the society should be more harmonious, and the people's life should be more abundant. At the same time, the Party put forward the thinking of establishing the idea of scientific development which focuses basically on integrity, harmony and sustainability. While the inevitable condition of developing integratedly, harmoniously and sustainably is the integrity and sophistication of the system of social security.Nowadays, China is experiencing changing time of social security system. Therefore, the target of change is to make clear the duty of payment of the government, corporations and individuals in this system. Moreover, the research on the payment duty in social security could renew the roles of the government, the market and the society in the system of security and then solve the problem of over centered duty of government and the inactivity of social mobilization.The security system that stands on the basis of various payment subjects could, in great degree, change the situation that individuals rely too much on the corporations, the corporations rely too much on the government and the local governments rely too much on the central government. In this way, it's good for mobilizing all sorts of social power, conforming the individual and social resources and providing the huge material basement for running the social security system effectively and sustainably.In the view of history and status in quo of Chinese social security system, the subjects of payment are government, corporation and individual.For the reason that the Chinese social security system comes from the imitation of Russian security mode, the duties of government and corporation are much more focused than that of individuals.
