In June 1985, Bank of China Zhuhai Branch issued the first credit card in China---Zhong Yin Card, which opened a new era of credit card in China. Up till now, the credit card has been with the Chinese people for a total 20 years and it has, to some extent, already changed our life style, giving us even more convenience and advantage. Nevertheless, the current credit card's legal compliance cannot cope with the fast development of credit card industry and such system results in the occurrence of many credit card disputes, which not only impair the legitimate rights and interests of card holders, but also hamper the stability of our nation's finance orders. By 2006, the local finance market will be open to the whole world and we must establish a complete legal compliance system to secure the future development of credit card. Based on this object, this article studies on several questions of key importance and brings out some ideas on how to make the credit card legal compliance system more complete. Besides the introduction and tag, this article is divided into four chapters. Chapter One focuses on the basic introduction to the Chinese credit card. In this chapter, the writer explains the concepts, kinds, characters and functions of credit card. Upon the introduction of the historical development and current situation, this article arises a question, which is the contradiction between the prosperous credit card industry and the lagging credit card law. Also this article makes a basic introduction to the related parties in the credit card legal relationship. Chapter Two focuses on the legal research into the credit card system. Such chapter selects four representative legal problems and makes a further analysis on them. These problems are: the protection of citizens' privacy rights during the issuance of credit card; the protection of cardholders' "Rights to Know"; the allocation of responsibilities after the report of loss of credit card and the identity confirmation of cardholders. Upon the investigation and research of the above questions, this article points out that there are so many nonstandard aspects during the issuance and using of credit card and the shareholders' rights and interests are being impaired---all these result from the lack of related laws and regulations specified in credit card. At the meanwhile, this article gives some resolutions or legal suggestions as to those problems. Chapter Three focuses on the definition of the credit card legal compliance system and argues that such legal system contains not only the regulations in  "Management Regulations of Bank Card Business", "General Principles of Civil Law", "Contract Law" etc., but also other regulations stipulated in administrative laws and criminal laws. Such chapter also makes a brief introduction to the credit card legislations of the United States, which specifies in some of the advantages we can make use of in the adjustment of Chinese credit card legal system. Chapter Four focuses on the reasoning of how to make complete the Chinese credit card legal compliance system. The article first analyzes the necessity of improving the credit card legal system and then gives some suggestions, which are protect the cardholders, control the financial risks and comply with the world trend. Such suggestions outline the basic structure on how to make complete the Chinese credit card system.
