The Study Of Local Government External Debt Management

The safety of the local external debt is the foundation of that of a national whole external debt. At present, the research in the external debt is mostly focused on the macroscopical aspect of the national external debt at home and abroad, and the local one is seldom cared, put aside the research on project and the early warning system of the local government external debt at city level. Though the development and the soundness of our local external debt management, the management of external debt at present still allow of no optimist, some contradictions are outstanding day by day. Some local external debts pay the debts the peak is shown especially, contain the great local financial risk.This text is on the basis of research in the theory of the external debt at present, takes practice of the external debt project management of Liaocheng as an example, carries actively on the research in the management of the local external debt, makes great efforts to seek new understanding and cognition, and summarized and discussed it theoretically. The text contents five parts with 39,000 Chinese characters. It introduces the external debt briefly at the beginning, and then analyses the management actuality of the local external debt of Liaocheng based on the result of the research on the external debt project of the city, and points out the problems and its' reasons existing during the local governments' external debt management.
