With the change of the environment and aggravation of the competition, traditional budget management exposes the deficiencies. It is mainly that the financial characteristic is outstanding, which makes traditional budget difficult to connect with the business strategy. At the beginning of 1990s, Prof. Kaplan and President Norton developed the balanced scorecard, which is a new method of managerial accounting to expand administrator's attention, is an effective tool of strategic management too. As the BSC is applied in practice, people find it still exists some insufficient. In order to solve these problems, Prof. Kaplan and President Norton put the BSC and traditional budget management system together. It is named Kaplan budget mode, which remedies the deficiencies of the BSC effectively and makes budget management adapt to the new environment again. Few enterprises use this management system currently. The theme of this thesis is to put this new budget management system into practice. A Company is one state-owned enterprise, and its income has been dropping constantly in recent years. The incoming general manager decided to establish the system of Kaplan budget management in A Company. The author of this thesis has participated in this course. In the course of applying, through defining the strategy of enterprise, confirming the key success factors, establishing the development goal of enterprises and concrete index etc. We get the foundation of enterprise's budget management system.
