Distribution is one of the most value-added links on a logistics chain, many investors pay attention on it and begin to build distribution centers. Meanwhile, with the development and perfection of the market economy of our country, the competition of the logistics field is fierce day by day. JingYang distribution centre only since design phase of planning, on the principle of scientific, on the base of accurate portfolio prediction, invest rationally, could guarantee to gain the chance to survive and developing in the market competition.Theory analysis has been carried on to the characteristics of the JingYang distribution centre in this paper. On this base of theory analysis, comprehensive prediction method is adopted, artificial neural network prediction models are set up to predicts the portfolio of the distribution center and the difficult problem of data predicting and dealing with in the planning and design of JingYang distribution center has been solved. On the basis of portfolio, the overall function of every operating system is planned and a set of practical planning mode has been set up in this paper. On the base of the planning of operating system, combining the need of the administration informationization, the present function module and the direction that will be developed afterwards of the management information system has been confirmed in this paper.The prediction model and function planning mode that be set up in this paper have high using value in logistics project practice, such as planning of distribution center etc. This paper can offer good reference for the planning of other distribution centers and offer good reference for the information-based transformations of other logistics enterprises.
