Engineering project risk is very popular in reallife. The risk may bring the disaster, may bring the profits too. The point is how to treat risk and manage it validly. It is proved in practice that implementing risk management is necessary if you should succeed in evading the engineering risk and economizing the cost, even increasing the profits.Firstly this paper analyzes the concept and characteristics of risk, and the characteristics of engineering project risk and risk management. Secondly, it is discussed particularly the main process of engineering project risk management-risk identification, risk analysis and assessment, risk control and decision based on the concept of general risk management.Due to the importance of investment estimate and control to engineering project, the paper introduces the Monte-Carlo simulation technique and support vector machine(SVM) in detail, then we have a primary analyse on the use on investment control of the two methods. Though the example to be builded in the wind, we use the methods to estimate the outcome dividually lastly.Through the theoretic study of engineering project risk management, the purpose of this paper is to provide a method of treating engineering risk correctly for the engineering managers and using it to instruct their works. This paper emphasizes the application of Monte-Carlo simulation technique and the SVM in engineering project investment control, and discusses the superiority and wide application foreground of the method through an example.
