The risk management of engineering claiming is a verge subject mingling social science and physical science and involves much professional knowledge like engineering technology, contract law, trading accounting and public relationship etc. The building enterprise of our country in aspect of engineering claim management, in spite of in theory or practice still have greater gap with foreign same enterprise. Claim risk is the important composing of engineering risk management. It is to bring with implementing and engineering claim of engineering project. Claim management concerns contractor and the personal benefit of owner. It should attach huge importance to both, In aspect of theory, the developed countries have formed certain theoretical system and perfect method for the research of claim and risk. In aspect of practice, they have also accumulated rich experience. It is important promoting role to enhance the engineering project of management level of our country.This paper based some correlative legal and FIDIC contract term. From the aspect of engineering project management, through concluding cases and according to characteristics of risk management on engineering claim, establish the systematic method of risk management on engineering claim and put forward a pair win's concept on claim management. This paper has established claim risk information identification model utilizing information evidence theory and proceed reliability appraisement for information and established the identification model of claim risk factor utilizing the theory of Fuzzy and Nerve network and utilize MATLAB tool software to imitate and emulate for the possibility of risk factor and apply the theory of fuzzy mathematics and utility function to establish the appraisement model of claim risk incident and apply the knowledge of fuzzy mathematics and game theory to establish super countermeasure matrix on claim risk and claim negotiation model.
