Useful Government: The Construction Of Governmental Model In Present China

The theory of useful government is a new idea of modern governmental development that put forward by the World Bank's World Development Report for 1997. The report emphasizes the state in a changing world needs useful government. If it has no useful government, economic, social and continuable development is impossible. Useful government provides an all-new visual angle for us studying the governmental functions. We think that useful government mainly means the modern government confined the fixed national constitutional system, with full consideration on the foundation of market and social needs and itself ability, applying efficient operations of certain powers and making economic society develop effectively. Usefulness is the core concept of effective government, including three characteristics: validity, efficiency and effectiveness. It is not limited government, potent government, democratic government and efficient government, also can't judge by making mistake. It is mainly a kind of value orientation, a kind of operating process, is also a kind of the result of operation.
